A retired IAS Officer with wide and diverse experience having held important assignments
like Chief Secretary, Govt. of Goa, Member Secretary, Twelfth Finance Commission
in the Ministry of Finance, Govt. of India, Chairman, Tariff Commission, Vice Chairman,
Central Administrative Tribunal and Secretary, Indian Council of Agricultural
Research.
Dr. G.C. Srivastava (born- July 1, 1943) has had a brilliant academic and professional
career. After having early education in different schools in U.P., he graduated
from Lucknow University in 1959, and thereafter took post-graduate in Geophysics
from Banaras Hindu University and in Public Administration from Punjab University.
He studied at Allahabad University for his LLB degree and acquired his Doctorate
Degree in Agricultural Economics from Kanpur University. After joining the Indian
Administrative Service in 1967, he worked in different capacities in states of Assam,
Mizoram and Goa as well as in the National Capital Territory of Delhi. He held important
positions in the ministries of Personnel, Agriculture, Commerce & Industries
and Finance of Govt. of India until he retired as Member Secretary of the Twelfth
Finance Commissions on 31st December, 2004 . Thereafter, he was appointed by Government
of Uttaranchal as Chairman of the second State Finance Commissions, and soon after
completing the assignment, he came back to Government of India as Vice Chairman
of the Jabalpur Bench of the Central Administrative Tribunal, from where he retired
on 30.06.2008.
Dr. Srivastava has written books on different facets of public administration, including
industrial development, agricultural research, municipal administration, panchayat
raj institutions and fiscal federalism. He has traveled widely within the country
and abroad and has participated in several national and international conferences
and seminars. As the Secretary of the Indian Council of Agricultural Research, Dr.
Srivastava was associated directly with the educational system of the country for
five years, overseeing the functioning of all the State Agricultural Universities.
